Values & Principles That Guide Us

Perthyn works within a set of principles and values first expressed by the All Wales Strategy, later incorporated in ‘Fulfilling The Promises’ and most recently reinforced by the ‘Adults and Older People with Learning Disabilities’ section 7 guidance, on service principles and service responses (2004), which stated:-

The 1983 Welsh Mental Handicap Strategy sought to enable people with learning disabilities to enjoy the full range of life opportunities and choices, have positive identities and roles in their families and communities, exercise choice and develop independence, self respect and self fulfilment. It articulated 3 principles to guide the way people with learning disabilities are supported. People with learning disabilities should have:

  • The right to an ordinary pattern of life within the community
  • The right to be treated as an individual; and
  • The right to additional help and support in developing their maximum potential

These principles were confirmed in The White Paper ‘Valuing People’ , which articulated similar principles; as its introduction states:-

“Four key principles of Rights, Independence, Choice, Inclusion lie at the heart of the Government’s proposals. Legislation which confers rights on all citizens, including the Human Rights Act (1998) and the Disability and Equality Act (2010), applies equally to all people with learning disabilities.”

Perthyn also recognises that its work is also informed by international guidance. The European Convention guarantees the following rights and freedoms and these are protected by the Human Rights Act (1998):

  • Right to Life
  • Freedom from torture and other cruel, inhuman or degrading treatment or punishment
  • Freedom from slavery and forced or compulsory labour
  • Right to liberty and security of person

Our key over arching values

to provide individual, needs-led services which enables and supports Service Users to become increasingly independent;

to ensure that Service Users are placed at the centre of all that we do;

  • to provide support and services in a way which truly facilitates community integration and inclusion;
  • to ensure that individuals’ are afforded choices in every aspect of their life; supporting them to understand each option and to make informed choices accordingly.

We have developed a service Users’ Guide, which clearly informs individuals of what they can expect form us in terms of service and support. Our key aim is to improve the overall quality of life of each of the individuals whom we support and as such, we have identified seven standards to guide us:

BEING SEEN OUT & ABOUT – Everyone should live in places where other people live and use / go to places that other people use / go to.

CHOICE - Everyone should be offered choices and helped to make both major life and day-to-day decisions.

BEING YOU – Everybody has the right to be seen and treated a person and not as ‘one of a group’ or ‘one of them’.

BEING VALUED & RESPECTED - People should be helped & supported to present themselves in a way that makes them feel good about themselves.

PLANNING FOR LIFE – Everybody should feel theirlife has direction. When a change occurs in one area of life, care must be taken to lessen the effect in others.

LEARNING – Everyone should be given the opportunity to learn and grow throughout their lives.

RELATIONSHIPS – Everyone should be a part of a community with a network of friends and family. Some of these relationships will have deeper attachments.
